Construction & planning
When will construction start and when will the project be completed?
Construction is already well underway. The estimated completion date is December 2028.
Is the schedule finalized or is it subject to change?
We expect construction to proceed according to the established schedule. So far, we are on schedule and there are no indications that the schedule needs to be adjusted. During construction, the contractor will keep buyers informed of progress.

What apartment types are available and what are the differences?
Toren Zuid contains 88 apartments for sale, located on the 27th through 37th floors. The apartments range in two-, three-, and four-room configurations.
What is the standard finish of the kitchen, bathroom, and toilet?
The apartments in The Modernist come standard with a high-quality SieMatic kitchen, equipped with Siemens appliances. The kitchens in the three- and four-room apartments feature composite countertops. The two-room apartments are equipped with a Greengridz kitchen with a top-quality laminate countertop. Each kitchen is fully equipped with a refrigerator, combination microwave, dishwasher, induction cooktop, and extractor hood. The standard kitchen can be customized, but this may require additional work.
The bathroom and toilet will be fitted with horizontal 20×40 cm wall tiles [standard matte white or gloss white] and 30×30 cm floor tiles [standard choice of 6 different colors]. The bathroom walls will be tiled to the ceiling, while the toilet walls will be tiled up to a height of 150 cm.
The toilet comes standard with a Geberitt concealed cistern with toilet and a hand basin. Buyers will have the option of selecting different tiles in the showroom, allowing them to fully customize the space to their own taste. Depending on the changes, this will result in an additional cost.
Is additional work possible and how does it work?
Yes, this can be discussed with your buyer’s advisor, kitchen supplier, and bathroom supplier during the additional work process. For more information, please refer to the options list, the buyer’s manual, and the technical description.
Are there showrooms or model homes available?
There are no model homes available, but during conversations with the real estate agents and at the Woonbeurs, you’ll have the opportunity to tour each home using an online tool to get a feel for what it will look like.
Several showrooms are available to help you make choices about the homes (for example, bathroom fixtures):
- During the buyer’s assistance process, Stebru will welcome you to their showroom, where you can view the various options and finishes used in the homes.
- You can visit the ASWA showroom to choose your kitchen.
- For bathroom and toilet tiles, you’ll be referred to a tile showroom.
- An online showroom is available for window and door choices.
Can I still submit layout changes? and if so, until when?
Minor adjustments can be made within technical limits. Relocating pipe shafts, sanitary areas, ventilation points, or sprinklers is not permitted. During construction, there are deadlines within which changes can be made. The modifications will be assessed for feasibility and practicality within the construction process. We refer you to the buyer’s manual.
How are the ceilings, floors, and interior walls finished as standard?
The ceilings in the apartments will be finished with a white spray finish as standard. The screed is a floating anhydrite floor. After completion, the buyer can install their own floor finish.
The interior walls will be delivered ready for wallpapering and finished white (Group 2 cf. TBA (Technisch Bureau Afbouw)). After completion, the buyer can finish the walls as desired. The additional work package offers, among other things, the possibility to have the walls and ceilings plastered before the apartment is completed.
Building & amenities
What are the shared and commercial facilities? (garden, lobby, bicycle parking, storage)
The shared facilities for residents consist of the apartment entrance, the associated hallways, and the locked bicycle shed, which can be used by all residents. There is also a public courtyard located between The Modernist, FIRST, Premier Suites, the former construction center, and the parking garage, which is semi-publicly accessible. The courtyard is closed to the public during the evenings. The plinth of the building houses commercial spaces such as restaurants, sports facilities, and other amenities, which residents can also use (at regular rates).
Is there a homeowners' association (VvE) and when will it be established?
There is a homeowners’ association (VvE) structure for the entire building, plus a separate sub-VvE specifically for the 88 owner-occupied homes in Toren Zuid. The main Homeowners’ Association (VvE) encompasses all shared components of the building, such as the facades, roofs, installations, and common areas. The sub-VvE for the owner-occupied units focuses on the specific interests and management of these units within Toren Zuid. Both associations are managed by a professional VvE manager.
Before the units are delivered, an initial VvE meeting will be held with all buyers of the units. This meeting serves as the starting point for the formal activation of the VvEs upon delivery.
How does access to the building work (access control, video intercom)?
Access to the building is via a secure access control system. Residents enter the building through the central entrance, where they can open the door with their access card or tag. The unit itself has a video intercom system, allowing residents to see who is at the door and then grant access remotely. The unit’s front door is equipped with a standard cylinder lock, so each resident has a personal, physical key.
How many elevators are there and how are they distributed throughout the tower?
In the South Tower (255 apartments in total), three elevators will be installed for residents. One of these elevators will be larger than the other two, allowing for easy transport of larger objects (such as furniture and wheelchairs).

Is there space for electric bicycles and scooters?
There is ample space for bicycles and scooters in the adjacent, locked bicycle shed, which is accessible to all residents. This shed is part of the building’s shared facilities and can accommodate various types of bicycles, including cargo bikes, electric bicycles, and scooters.
Is internet available in the building?
Yes. Teleplaza will install a building-wide internet and Wi-Fi solution in The Modernist. Residents will have a fiber optic connection in their homes, combined with full Wi-Fi coverage throughout the building, including common areas such as entrances, hallways, elevator lobbies, and other amenities.
The costs for this internet service and the building-wide Wi-Fi are included in the service charges. Residents also have the freedom to choose their own internet provider if desired; this can be done via the second available opening in the meter cupboard. Any additional subscription costs for an alternative provider will be at their own expense.
Teleplaza also offers:
– Wi-Fi and telephone connection (Wi-Fi Calling) throughout the building, including while roaming between floors.
– Optional television services via Canal+, which can be subscribed to individually for each apartment. These TV costs are not included in the service charges and are the responsibility of the buyer/resident.
Parking
Is there parking available (parking garage or separately for sale/rent)?
When purchasing a home in The Modernist, you have the option to rent a parking space in the adjacent parking garage. The parking garage is not part of the building itself, but a limited number of spaces will be available for residents. It is not possible to obtain a street parking permit.
Are there charging stations for electric cars?
Yes, there are charging stations for electric cars in the parking garage.
How does visitor parking work?
Both garages are within walking distance of the entrance.
Sustainability & energy
What sustainability standards does the building meet (BENG, EPC)?
All apartments in The Modernist meet the applicable BENG standards for new construction and have been designed to be highly energy-efficient. The majority of the owner-occupied apartments will have an A+++ energy label. Only the apartments on the 37th floor, the top floor of Tower South, will have an A++ energy label, because exposure to wind and temperature at this height affects the energy performance. The provisional energy label is based on current regulations and may differ upon completion if regulations change.
How is the building heated?
The apartments are heated with underfloor heating supplied by the ENECO district heating network.
Is there also cooling? Is there district heating, a heat pump, or another system?
The apartments in The Modernist are cooled via a Heat and Cold Storage (WKO) connection in the adjacent building (First). This allows for underfloor cooling.

How is the insulation handled in high-rise buildings (sound, heat, cold)?
The homes in The Modernist are highly insulated to effectively block sound, heat, and cold. The window frames are fitted with HR+++ insulating glass, which provides excellent heat and cold insulation while significantly reducing external noise. The insulation of the facades and floors complies with current BENG (Netherlands Environmental Assessment Agency) and Building Decree requirements, limiting heat loss and maintaining a constant and comfortable indoor climate.
Furthermore, each home features underfloor heating as a low-temperature system. The temperature can be controlled per room, ensuring even heat distribution and preventing cold zones. In summer, the same system provides peak cooling, smoothing out temperature peaks and allowing the home to cool by a few degrees.
Financing & costs
How does the purchase/construction agreement work?
To purchase an apartment at The Modernist, we use a separate purchase and construction agreement. This means you sign two separate contracts: one for the purchase of the land and the apartment rights, and one for the construction of the apartment. Together, these agreements form the complete legal basis for your purchase. The project notary handles the transfer of ownership of the apartment rights, while the construction agreement contains all agreements regarding construction, planning, guarantees, and payments.
It is important to know that the total purchase price consists of three components: the land + the apartment rights and the construction price excluding additional work.
How are the installments (construction installments) invoiced?
The construction installments are invoiced based on the progress of the construction of the apartments. Each installment corresponds to a specific phase of construction (e.g., completion of the rough floor of the private area or when the roof is waterproof). As soon as a construction phase is reached, the contractor sends an invoice. The invoice can then be paid from the construction fund [via your lender] or from your own funds.
Are financing specialists involved in the project?
Yes, there are three financing specialists involved in the project: Vaes Finance, Ooms, and Rabobank. You can contact these parties for free financial advice. They will also help you obtain a mortgage certificate. With such a certificate, you will be given priority if there are multiple registrations under the same building number.
Can I get a mortgage for a house that has yet to be built?
Yes, that is possible. Most lenders offer mortgages for new-build houses. For specific questions or conditions, you can contact one of the three financing partners of the project or your own mortgage advisor.
When is the deposit or bank guarantee due?
In principle, no deposit or bank guarantee is required because it is possible to go to the notary almost immediately. If the seller or contractor decides to require a deposit based on the financing contingency, this will be reviewed individually, and you will be notified before signing the purchase and construction agreement.
Are there ground lease costs, or is the project on freehold land?

What is included in the VON price?
The VON price includes the property as described in the technical description, including the standard kitchen, bathroom fixtures, and installations. Any optional extras, a parking permit, or additional amenities are not included and are offered separately.
Can the floor plans still be changed?
No, the floor plans are fixed and will not be changed. However, it is possible to convert some 3-bedroom apartments into 4-bedroom apartments.

How does the allocation of properties work?
From the start of sales for phase 1 on March 21, 2026, interested parties can register for one or more building numbers. The registration period closes on Tuesday, April 7, at 12:00 noon. After closing, the developer will make the allocation. This allocation will be based on first-choice preferences whenever possible. If there are multiple candidates with the same first-choice preference, priority will be given to those with a financial statement. You can obtain this in advance from one of the financing specialists involved (Vaes Finance, Ooms, or Rabobank), or through your own financial advisor.
After the allocation, the real estate agent will contact all prospective buyers during the week to schedule an initial meeting where they will review the sales documents with each candidate.
Can I reserve a property, or do I have to sign immediately?
After the allocation, the property will be offered to the selected buyer first. Only when the buyer definitively accepts the property will the purchase contract be drawn up and signed. Therefore, you don’t have to sign immediately upon allocation; there is a confirmation moment first.
What resolutive conditions can I include?
Standard resolutive conditions, such as the financing reservation, can be included in the purchase contract. Please note that in situations with multiple registrations, the inclusion of additional or onerous conditions precedent may affect the final allocation.
Are pets allowed in the building?
Yes, pets are allowed. The final bylaws of the homeowners’ association (VvE) may contain further provisions regarding keeping pets, but there is no prohibition.
Can I resell a purchased property in The Modernist before completion?
No, in accordance with agreements with the Municipality of Rotterdam, a property may not be resold without the Municipality’s approval prior to completion. This is, of course, permitted after completion.
Can I buy a property and rent it out after completion?
Yes, that is permitted (the city center of Rotterdam, where The Modernist is located, is exempt from the owner-occupancy requirement).
Can I buy multiple properties and combine them?
No, in accordance with agreements with the Municipality of Rotterdam, properties may not be combined without prior approval from the Municipality of Rotterdam.
Can I buy multiple properties and rent them out after completion?
Can I purchase a home with a private limited company (BV)?
Surroundings & accessibility
What amenities are available nearby (shops, public transport, schools)?
The Modernist is located in the heart of Rotterdam Central District, where virtually all city amenities are within walking distance. Supermarkets, shops, restaurants, cultural venues, and various sports facilities are just a few minutes’ walk away. Amenities will also be located in the ground floor of The Modernist itself, providing additional amenities directly beneath the building.
Are there plans for future developments in the neighborhood?
The development of The Modernist is the final phase of the Weenapoint area development. This development marks the completion of the project area. No further major new construction projects within this cluster are currently planned.
How accessible is the location by car, bicycle, and public transport?
The Modernist is located at the Weena/Kruisplein intersection, opposite Rotterdam Central Station. Many of the apartments offer a direct view of the station. This makes public transport accessibility optimal: train, metro, tram, and bus are literally just a few minutes’ walk away.
There are various parking facilities in the immediate vicinity for cyclists and motorists. Residents can rent a parking space in the adjacent parking garage. Visitors can park in the adjacent parking garage (subject to availability) or the Kruisplein parking garage directly across from the building. The location on Weena and the direct connection to the city ring road also ensure good accessibility by car.

Buyer Support
When does the buyer selection process take place?
The buyer selection process begins after the buyer has signed the purchase and construction agreement and the legal transfer has taken place at the notary. From that point on, the sales support team will contact you to explain the next steps and discuss your personal housing needs.
How are individual needs incorporated?
Individual needs are discussed during meetings with the sales support team. They guide buyers in selecting options and additional work and, in consultation with the contractor, assess which adjustments are technically feasible. These adjustments are incorporated into the additional work and on a new drawing. For more information, please refer to the buyer’s manual.
Is there a digital buyer's portal?
Yes. After the purchase and construction agreements have been signed, you will receive access to your personal buyer’s portal, HomeDNA. This portal contains all important documents. Newsletters are also sent from this portal, and you can send messages to your buyer’s advisor. More information about this will follow during the buyer’s meeting.
When can I view the property during construction?
Handover & aftercare
How does the handover inspection work?
The handover inspection takes place when the property is ready for transfer. During this appointment, the buyer and the contractor will walk through the property. They will check whether all work has been carried out in accordance with the contract documents and whether there are any visible defects. These points are recorded in a handover report “Proces Verbaal van Oplevering”, which is signed by both parties. You are welcome to bring your own building inspector, such as one from “Vereniging Eigen Huis”, during this inspection. If there are no handover points, a second signature can be placed on the Handover Report, thus forfeiting the deposit or bank guarantee.
What happens with handover points and how are they resolved?
Any handover points are recorded in the handover report [also digitally in HomeDNA] and then resolved by the contractor within the agreed timeframe. Once all points have been resolved, a second signature will be requested on the Handover Report. Any future defects covered by the warranty can still be reported digitally [via HomeDNA]. Stebru will also promptly resolve these issues.
Is there a warranty on installations, finishing, and construction?
Yes. All homes are covered by a combination of statutory warranty, manufacturer’s warranties (for example, on installations and equipment), and the warranties (based on Woningborg guarantees) as stipulated in the construction contract. Finishing, construction, and installations are covered by these warranty periods. Each component has its own warranty period. These can be found at Woningborg.
How does the Woningborg warranty work?
The homes are covered by Woningborg’s warranty scheme. This warranty covers:
- a guarantee of structural safety,
- compliance with technical quality requirements,
- repair of defects covered by the warranty,
- and a completion guarantee in the event a contractor is unable to fulfill their obligations (e.g., if the construction company goes bankrupt).
When are the key transfer and deed of transfer scheduled?
If all outstanding installments have been paid upon completion, the keys will be handed over upon completion. Buyers will receive further information in due course.
The notary will arrange the deed of transfer after the agreements have been signed. This is also called the “passing” at the notary’s office.
